Biography

Rose serves as the City’s Community Engagement Manager and is a member of the City’s leadership team, where she works to strengthen connections between local government and the community it serves. She acts as a liaison to a wide range of partners, including Meals on Wheels, ReFuel Washougal, the Washougal School District, and other local organizations, focusing on public affairs, engagement, and community-centered initiatives.

She organizes city events and oversees the special event permitting process, the Citizens Academy, the Washougal Community Market, and local tourism efforts. She is passionate about assisting residents in navigating local government and engaging the community to cultivate a strong sense of community.

Beyond her professional work, Rose is a founding member of ReFuel Washougal and serves on the Camas/Washougal Salvation Army Advisory Board, reflecting her ongoing commitment to service and community support.

Professional Background

Rose joined the Planning and Public Works Departments in 1997 and continued to develop withing the Community Development.  In 2011, she became the Assistant to the City Administrator and Mayor.  In 2021, her roll was expanded as Washougal's Community Engagement Manager.  

Prior to joining the city, she was employed with the Washougal School District, Liberty Mutual Insurance, Portland Water Bureau, and St. Helens Public Library. She is a graduate of the Sharon Lance School of Business and holds Professional Certifications from Community Mediation Services (CMS), National Alliance of Mental Illness (NAMI), and Public Engagement through Davenport Institute Pepperdine School of Public Policy.
