Washougal Awarded $50,000 to Implement Middle Housing Initiative

The City of Washougal has been awarded $50,000 in 2023-2025 Middle Housing Grant Program funds to support the adoption of policies and codes and the implementation of other measures specific to HB 1110. The bill encourages and requires local governments to adopt development regulations aimed at increasing housing capacity in response to the state's housing crisis.

"We are honored to have been awarded this grant,” commented Community Development Mitch Kneipp. “The program will begin to help address housing challenges we’re experiencing in Washougal and the entire state.”

In 2023, the Washington State Legislature passed HB 1110, substantially changing the way many cities in Washington are to plan for housing. The Middle Housing Program requires cities of certain sizes and locations to allow the construction of a variety of housing types, such as duplexes, triplexes, townhouses, and other multi-unit dwellings in predominantly single-family neighborhoods. By allowing for smaller and more varied housing units, the program can help make housing more affordable and accessible for a broader range of income levels.

At a minimum, HB 1110 mandates that the City permits duplexes on lots historically zoned for single-family residences. Additionally, under HB 1337 the City has to permit up to two accessory dwelling units (ADU’s) per lot. Washougal’s measures to address HB 1110 will be implemented as part of the state-mandated Comprehensive Plan update, which must be completed by June 30, 2025.

The Washington Department of Commerce, Growth Management Services (GMS) unit will administer the Middle Housing Grant Program. These grant funds are authorized by the 2023-2025 State Operating Budget (Senate Bill 5187) which directs Commerce to administer grants and provide technical assistance to cities or counties for actions relating to adopting ordinances that plan for and accommodate housing.
